8:28 am, Found Property, UWPD. A phone was turned in to the UWPD after being found on Harrison St. in the City of Madison. The phone was in "Safe Mode" which did not allow any calls to be made, and prevented any forms of locating a contact to assist in locating the owner. The phone was processed and placed into property for safekeeping.
