2025 Conference
UWPD Emergency Management is excited to announce the 2025 Wisconsin Collegiate Conference on Emergency Management. This year’s conference will be held in-person over two days on the beautiful UW-Stout campus.
This year’s theme is the mission area of Recovery. A wide range of speakers will present over the course of the two-day conference — you’ll hear from engaging speakers covering topics including debris management, HAZMAT spills and site remediation, call centers, weather planning resources, NGO support, federal support, and recovery following a mass violence event to name a few.

Angela Moreland, Ph.D.
Associate Director of the National Mass Violence Center (NMVC) and the Director of the Improving Community Preparedness Division of the NMVC.
Angela Moreland, Ph.D., is a Clinical Psychologist and Professor at the National Crime Victims Research and Treatment Center at the Medical University of South Carolina (MUSC). Dr. Moreland has significant expertise in mental/behavioral health consequences following exposure to a range of traumatic events among children, adolescents, and adults. She specializes in assessment of mental/behavioral health concerns and delivery of evidence-based, trauma-focused treatments.
Dr. Moreland currently serves as the Associate Director of the National Mass Violence Center (NMVC) and the Director of the Improving Community Preparedness Division of the NMVC. Dr. Moreland assisted in response to the Mother Emanuel AME church shooting in Charleston, South Carolina on June 17, 2015, including short- and long-term recovery of individuals and the community. In addition, in her role at the NMVC, Dr. Moreland has assisted in response to various mass violence incidents that have occurred throughout the United States over the past decade

John Welch
Director of the Dane County Department of Waste & Renewables
He has a BS from UW Madison in Civil & Environmental Engineering and is a registered professional engineer in Wisconsin. He manages a team of 50 staff members, who oversee operations of one active and two closed landfills; a construction & demolition material recycling facility; a year-round household hazardous waste facility; and a landfill gas Renewable Natural Gas facility.
John has served on numerous industry technical committees and is heavily involved in several waste industry organizations, including AROW, WCSWMA, and SWANA, at the local, state, and national level.
In his role with Dane County, John has also been involved in several emergency management large scale trainings and real-world disaster responses.

Ingrid Valentine
Deputy Director for Partner Eligibility and Oversight Services
Ingrid Valentine joined Federal Student Aid in 2016. She is currently the Deputy Director for Partner Eligibility and Oversight Services. In her role, Ingrid advises the Director on matters related to the Department’s monitoring and oversight of the institutions (i.e., schools (domestic and foreign) participating in the Department of Education’s Federal Student Aid programs. Ingrid began her career in higher education in 1977 and developed her knowledge and management skills in various roles as a law firm consultant dedicated to serving HBCUs, a Vice President with Student Loan Express, at the University of Maryland, College Park, Salem State College in Salem Massachusetts, Barry University in Miami, Florida, American University in Washington, DC, Anne Arundel Community College and Laureate International Education. Ingrid has a longstanding interest in legislative and governmental issues and has held various leadership roles in National and State Financial Aid Associations within NASFAA, EASFAA, SASFAA and Tri-State. Ingrid received her undergraduate degree from the University of Maryland, College Park and her Jurists Doctorate from the University of Maryland School of Law. On the weekend Ingrid can be found in her garden or in the gym teaching spin or kickboxing.

Jenna Suleski, LPC
Crisis Services Coordinator | Wisconsin Department of Health Services
In her current role, she works with a multidisciplinary team providing technical assistance to emergency behavioral health programs and crisis intervention services in Wisconsin. Jenna holds a master’s degree in forensic psychology and much of her career has been spent working within the intersection of behavioral health and the criminal justice system. Jenna spent most of her career as a federal probation officer focusing on individuals with severe and persistent mental illness recently released to the community from incarceration. Jenna has worked in crisis services in both Milwaukee and Dane counties. As a crisis clinician in Milwaukee County, Jenna worked on a co-responder team with the Milwaukee Police Department responding to active behavioral health calls. In her role as a Crisis Services Coordinator at DHS, Jenna has been designated as the SAMHSA behavioral health disaster coordinator.

- Enter number of hours to be 9 – permit is valid all day. *There will be a red message that comes up when entering the hours for the event. It’ll say only valid until 4:30pm. That’s okay as parking is not monitored after 4:00pm for daytime use*

4. Your license plate is your permit. There is no need to display a permit on the dash of your vehicle.
